Thank you for visiting the City of Covina website. We are very proud of our community, which has a charm that is truly an example of Hometown America. I’m extremely honored to serve as a member of the Covina City Council and as the current Mayor. I will continue to work with my City Council Colleagues and our professional city staff to ensure that our Covina residents and businesses continue to be provided with stellar city services. During the coming months, the Covina City Council and I will continue to work very hard implementing a detailed strategic plan to meet the current and future needs of Covina. Our comprehensive Strategic Plan for the next three years is comprised of five simple but critical goals, which are:
  • Provide Efficient, Visible and Responsive Public Safety

  • Improve and Promote Customer Service

  • Enhance Financial Stability

  • Improve and Expand Park & Recreation and Library Services

  • Become an Environmentally Sustainable Community

These goals, along with detailed objectives, will serve as a foundation for Covina’s continued success. With the partnership of Covina residents, the Covina Chamber of Commerce, our school districts and other critical stakeholders, Covina will continue to thrive.

Asides maintaining focus on our Strategic Plan Goals and Objectives, one of my other top priorities will be ensuring that adequate resources are available to continue providing top notch public safety services to Covina residents and businesses. After serving for over 32 years, as a sworn law enforcement professional, I believe the opportunities I’ve had providing law enforcement services to the people of California over the past several years has prepared me to help ensure that our stellar Police and Fire Departments have that tools and resources they need to continue providing public safety services that are second to none.

In regards to my background, the last two years of my active law enforcement career consisted of serving as a Governor Schwarzenegger appointee, first as the Director of the California Youth Authority and then as the Top Cop (Assistant Secretary) for the law enforcement branch of California Department of Corrections and Rehabilitation (CDCR). Prior to my appointment by the Governor, I served as the Assistant Chief of the California Department of Justice where I worked for more than 25 years. Before my employment with the California Department of Justice, I was a police officer and SWAT Team member with the Chino Police Department. While working for the Department of Justice and then Governor Schwarzenegger, I served in two previous full terms as a Covina City Council member, Mayor Pro Tem and Mayor from 1998 to 2005. In January 2006, I was honored to be selected as Covina’s 2005 Citizen of the Year.

Currently, I serve as a Past President and Executive Board Member of the California Narcotic Officers’ Association, as a member of the Crime Victims United of California Advisory Board, the National WeTip Executive Board, the Ettie Lee Youth and Family Services Executive Board, the Stillpoint Resources Advisory Board, and as a member of the State Senator Bob Margett Foundation Board.

I’m a graduate of California State Polytechnic University, Pomona with a Degree in Urban Planning and a graduate of the California Department of Justice Special Agents Academy and the FBI National Academy. My wife Patricia and I have been married for more than 37 years and we have one son, Walter David, who is an information technology manager in Orange County.
