Need Assistance Paying Your Covina Water Bill? |

On October 18, 2011, the Covina City Council approved a financial assistance program for low income customers of the City Water Utility. To qualify for the exemption, the customers must meet the criteria already used by the City Finance Department for a Utility User Tax (UUT) exemption.

New water rates went into effect on July 1, 2011
For details on rate changes, click here. While the water Capital Improvement Program (CIP) charge will remain unchanged, all other water charges including monthly service charge, fire service charge, and consumption rates will increase. The average residential monthly service charge increased by only $1.23 and the residential consumption charge increased by only $0.12 for Tier 1 usage and $0.13 for Tier 2 usage. This would increase an average residential water bill by $3.15, based on current conservation efforts and goals. Water Conservation Ordinance
