The City is governed by five city council members who are elected at large to four-year terms. Elections are held every two years (in odd numbered years) to fill alternately two and three seats. The City Council then elects one member to serve as the Mayor for a one-year term and another as the Mayor Pro Tem. City Council meetings are held on the first and third Tuesdays of the month at 7:30 PM in the Council Chambers at City Hall, 125 E. The City Council hires a City Manager to oversee the day-to-day operations of the City and carry out the policies set by the City Council. Learn more about Covina's City Manager.
The City also has a number of Boards, Committees and Commissions that have members who are appointed by the City Council Members, allowing for additional input from the residents of Covina. These advisory groups include the following: Cultural Arts Advisory Commission, Housing and Community Development Advisory Committee, Library Board, and Planning Commission.
